THE BLACK-OUT IN ENGLAND AN AMERICAN OPINION LONDON, Oct. 12. " The black-out is poor protection for large cities against night bombing. Black-outs do not prevent pilots finding cities." This statement by Mr I. F Dickerson, American lighting engineer, is published in the Daily Express, which is leading a campaign for abolition of the black-out. ' Mr Dickerson says a better plan would be to create a glaring canopy of light over the principal English cities which would blind the enemy pilot'and obscure important targets. Powerful lights would blot out telltale landmarks which might be visible in the black-out.
