(From Our Parliamentary Reporter) WELLINGTON, Dec. 5. The second . reading of the Finance Bill (No. 4) was begun during the short open sitting of the House of Representatives to-day. It will be completed to-morrow. Minor business occupied the remainder tif the afternoon sitting, and at night the House went into secret session. The House rose at 0.50 a.m.
