THE SHIPPING PROVISIONS AN AMENDMENT CARRIED DEBATE IN THE SENATE (United Press Association) (By Electric Telegraph—Copyright) WASHINGTON. Oct. 26. The Senate adopted Senator Tobey’s amendment according to Senator Barkley’s version namely, three months’ denial of entry to American ports or territorial waters as a penalty for the use of the United States flag or other markings by a foreign vessel. Senator Tobey asserted that the British used the flag device in the last war in order to mislead German submarines. Similar use in the present war would endanger American vessels. He admitted, however, that he had asked Mr Cordell Hull
whether it had occurred to date, and had been assured in the negative. The Senate defeated an amendment prohibiting the sale of poison gas. flame throwers and other weapons of chemical warfare. Senator Barkley, opposing it, argued that a belligerent country would hesitate to use them if jt knew the United States supplies of such weapons were available to its enemies. ... Senator Neely, with . Senator Hale concurring, warned the. Senate that a victory for Hitler would.turn Canada into “an armed camp, of Hitler's followers.” Then the United States would be subjected.to the same bloody orgy that desecrated Poland. The Senate defeated by 95 votes to 27 Senator Downey’s amendment confining armament sales to American nations defending themselves against non-American countries. RUMANIAN ENVOYS CONFERENCE IN BUCHAREST BUCHAREST, Oct. 27. (Received Oct. 28, at 1 a.m.) The Rumanian envoys in Turkey, Bulgaria, Greece and Jugoslavia have been summoned to Bucharest for a conference owing to the situation created by the agreement between England, France and Turkey.
