A CABINET OF TWELVE DEFENCE JUNTA PROVIDED FOR BURGOS, Aug. 9. (Received Aug. 9, at 11.30 p.m.) A decree announces the appointment of General Franco as Prime Minister without portfolio and dissolves; the deputy premiership, held by General Jordana. It provides for a defence junta with General Franco as President and War, Navy and Air Ministers. There will be a new Cabinet of 12, but the members' names have not been announced. It is anticipated that Senor Suner will be Minister for the Interior.

General Franco is empowered to issue laws and decrees without consulting the Cabinet whenever necessitated by emergency.
