He said that the coalition was liable to the full blame if a catastrophe occurred. A Reoublican minority and a group of anti-admin-istration Democrats gambled that war will not break out until after the Congress is reconvened in January. President ," Roosevelt warned them that he was left powerless to avert a crisis as he did in September, 1938, and April, 1939.
