DANGEROUS SITUATION

SOVIET TROOP CONCENTRATION JAPAN PREPARED TO ACT LONDON, July 21. (Received July 22, at 1.50 a.m.) The British United Press correspondent at Tokio says he has reliably learned that Japan is planning a demonstration of force at Changkufeng, aiming to induce the Soviet troops, consisting of 300 infantry and artillery, to withdraw If they refuse the commander is expected to order an assault, in which it is anticipated that the Japanese superiority in numbers would succeed. It is also hoped that diplomatic representations will persuade M. Litvinov to reconsider the position. Newspapers report that Soviet planes are reconnoitring the frontier. General Ugaki discussed the matter with the Emperor.
