NEW CONSTITUTION

PLEBISCITE IN RUMANIA OVERWHELMING SUPPORT BUCHAREST, Feb. 24. The latest figures show that only a trifling number of votes were cast against King Carol in the plebiscite, in which 80 per cent, of the electorate polled. Bucharest polled 226,504 votes in favour of the Constitution and 277 against. The voting was carried' out without violence.
