FRENCH ANTAGONISM DOCKERS REFUSE TO LOAD WAR MATERIAL MARSEILLES, Jan. 28. - (Received Jan. 30, at 61.30 p.m.) Dockers refused to load the Japanse steamer Hakusan Maru with 50 tons of zinc and aluminium for Yokohama, believing that it would be used for military purposes against China.
