HOSE TAPS

Sir,—l wonder if you can give your readers a definite ruling on the question of waste taps. I understand that by the regulations a builder is compelled to fix a water pipe over the waste on the outside wall of every dwelling. Now, is this pipe considered by he City Corporation to be a hose tap and subject to the extra charge of 10s per annum, whether or not it is threaded, and whether or not there actuall-' is a hose pipe? It seems hard if the corporation tells a ratepayer that he must have a waste pipe on his outside wall and then charges him 10s a year for having it! lam sure that it would be a matter of interest to ratepayers in general if this.question were definitely answered.—l am, etc., Dunedin, October 28. [A Drainage Board regulation requires in certain circumstances the placing of a tap over a "waste" or gully trap. If the tap is of ordinary type without a hose thread on it the charge of 10s per annum for hose taps is not levied.—Ed. O.D.T.]
