French and Italian acceptance now clears the way to approach other naval Powers with a view to embodiment of the clause in international law. BRITAIN'S "WHITE ELEPHANT" LONDON, Oct. 14. Britain's £.1,000,000 "white elephant," the XI, built in 1922 and capable of submerging for two days and a-half, will be scrapped. It has been out of commission for years and is probably the Admiralty's worst investment.
