GREEN ISLAND BOROUGH
MONTHLY COUNCIL MEETING The monthly meeting of the Green Island Borough Council wag held last night, and was attended b/the Mayor iMr T. M. M'Ahan) and Crs T. G. Tomkins, J. C. Russell, A. D. M'Gregor, W. Dickinson, V. R. Pringle and W. O. Smellie. WORKS COMMITTEE The report of the Works Committee included the following recommendations:—That the engineer should attend to the following matters:—(a) Formation of entrance to property, C. H. Jarvis, Alexander street; (b) drainage at rear of Green Island School; (c) drainage at top end of Miller street and entrance to property G. O. Matthews. That permission be granted to Mr A. J, Hayes, Scotland terrace, to cut back frontage of his property, work to be carried out to the satisfaction of the engineer. That the application for a subsidy on wages on walling work, Kaikorai Stream, be renewed. That the application from Mr D. Smaill for grazing right on Earl street be declined. That notice be erected on James street tip prohibiting entrance on to tip by unauthorised persons. The practice of building contractors in commencing the erection of buildings before permits were granted was the subject of comment by Cr Dickinson, who said that this practice was wrong and the council should take some steps in the matter. Councillors agreed that no building operations should be commenced before permits were issued. The subject was then dropped, no action being taken. The recommendations were adopted. WATER AND LIGHTING The Water and Lighting Committee in its report submitted the following recommendations:—That the offer of the Taieri County to pay half cost of installation of light, Sunnyvale (total cast £6 17s) be accepted. That the following lights be installed:— Edinburgh street, £2 lis 4d; Scotland terrace, £6 13s sd; Main road between Quarry road and Edinburgh street, £2 10s Id; corner Westland street and Abbotsford road, £2 10s. In connection with a recommendation by the Water and Lighting Committee that water should be supplied to a resident of Taieri County, Cr Pringle said that on Monday of this week two householders in Lethaby street. had been unable to get water for washing purposes. He thought they should see that their own ratepayers were adequately served before supplying water outside the borough. Cr Smellie said the committee was alive to the situation and would do what it could in the matter. The report was adopted, the recommendation regarding the new light for Sunnyvale being referred back to the committee. RESERVES COMMITTEE On behalf of the Reserves Committee, Cr M'Gregor moved that wickets should be allotted to the Cricket Club in the same manner as last season. — Carried. FINANCE COMMITTEE In its report, the Finance Committee made the following recommendations:—That a licence to carry on an offensive trade be issued to M'Leod Bros., Ltd., subject to the requirements of the inspector of health being given effect to. That the council adhere to its previous decision in regard to contributing towards the funds of the Otago Expansion League. The report was adopted and accounts amounting to £2268 13s lid were passed for payment. DRAINAGE COMMITTEE The Drainage Committee made the following recommendations: —That the town clerk ascertain the position in regard to the following matters:— (a) Rate of pay and hours of work for drainage employees; (b) rate of pay and hours of work for permanent employees; that a visit of inspection be paid the drainage works at 6 p.m. on October 22. The recommendations were adopted. ENGINEER'S REPORT The borough engineer (Mr F. J. Williams) reported as follows: — Main Highways.—Dunedin-Invercar-gill: Some repair work has been done on Lookout Point Hill, the shoulders being repaired and the edges of the bitumen trimmed up. On September 4 a very heavy fall of snow was experienced, and it was necessary to remove the snow from the road with the grader. The balance of the highway requires repairs, some pot holes having developed, and these will be put in hand during the incoming period. Green Island-Taieri Mouth: No work has been done on this highway, but some slight repairs are required. Kaikorai Valley highway: The highway has been graded and some toppings have been spread on it. It develops corrugations quickly, and sealing would be the only method of overcoming the difficulty. Building Permits. —Building permits of a total value of £2077 were issued. Teignmouth Street.—The drain crossing Teignmouth street, near its intersection with Paterson street, collapsed when a loaded motor lorry passed over it This culvert has now been repaired. Kirkland Street.—The necessary material for the fence in Kirkland street, between Louden and York streets, has been procured and the erection has been completed. It has received one coat of paint. The work was carried out by our own .men, who made a very neat job of it. General Works.—The Kaikorai Valley road, from Short street to the bridge, has been graded and screenings have been spread. It is now in fair order. In Quarry road the metalling and blinding has been completed. In Princes street the road has been graded from the railway bridge to Earl street to the road bridge near the Green Island Station, and metal has been spread and blinded in the worst places. In Harraway's road and in Earl street screenings have been spread on bad portions. In Lethaby street ashes have been spread to Peterson's property. In Alexander and Exmouth streets gravel has been spread on the footpaths, but we have not had an opportunity of completing the roadway «in Exmouth street between Teignmouth and Alexander streets. Other work attended to has been the cleaning of water tables in London, Derby, Runciman, Torquay, Exmouth and Brown-streets. Rubble drains were built on the ■ footpath in Church street and also in Derby street. Refuse was removed from the main road, Sunnyvale, Alexander, Torquay, Binnie, Derby and Edinburgh streets. At the corner of Church and London streets the culvert was repaired. Attention was given to a supposed blockage in Mary street sewer, and it was found that a drain was blocked in private property. Sand was spread on footpaths on the main road where the tar had not set. « Proposed Subdivision. —The cost of reading, storm-water drainage, foul sewers and water reticulation to the proposed subdivision of the township of Abbotsford which adjoins the borough would be £1212 for the formation of new streets, £2610 for storm-water drainage and sewerage, and £5282 on Thompson street, a total of £5104. The report was adopted, and it was agreed to hold a special meeting on October 22 to diecuss the proposed subdivision. HEALTH STAMPS It was agreed to support the Health Stamp Campaign by purchasing stamps to the value of £lO.
