LOCAL GOVERNMENT

NECESSITY FOR REFORM A MINISTERIAL INDICATION (Per United Press Association) NAPIER, March 4. The New Zealand Municipal Association Conference was opened at Napier to-day by the Mayor (Mr C. 0. Morse). One hundred and fifty delegates are present from all districts. The Minister of Internal Affairs (Mr W. E. Parry) delivered an address, stating that he was in favour of local body reform by the reduction of the number of bodies, but not by the appointment of a commission. The Government would do iU utmost to reduce working hours. The eventual ideal was a five-day week. Other schemes due for early attention were the housing problem and increased recreational facilities. This was the third Ministerial visit to Napier since the election.
