CITY COUNCIL

REPORTS OF COMMITTEES Following are the reports of the vari ons committees which will be presented at the fortnightly meeting of the City Council on Friday evening next: — ELECTRIC POWER AND LIGHTING COMMITTEE The Electric Power and Lighting Committee will report as follows: WAIPORI TUNNEL. Luring the two weeks ended October 5 a further 57 feet were driven on the incline, a good class of solid country being met with. With the exception of trimming uj), this completes the tunnel excavation, the connection with the dip from the surge tank having been made on October 1. A winch, motor, etc., have been fitted up at the surge tank in readiness for handling the pipes. Arrangements have now been made for the appointment of a fully qualified and experienced welder to undertake the inspection of the pipes for the lining of the tunnel, both during manufacture and whilst being erected. NEW SUBSTATION. With a view, if possible, to getting the transmission lines to the new substation erected and in use before next winter and thereby effect a reduction in the expenditure which has to be provided at Halfway Bush before that time, the city electrical engineer has been authorised to order, as a matter of urgency, after obtaining quotations, the necessary insulators and copper for the lines. The insulators wil l be obtained from England, while the copper will come from either England or Australia. Tenders for the necessary hardwood poles have already been invited. TRAMWAYS COMMITTEE TENDERS FOR TROLLEY WIRE. The Tramways Committee will report that authority has been granted to invite tenders by public advertisement for the supply and delivery of three tons of hard drawn copper wire and two tons of cadmium copper trolley wire. The material is required for ordinary renewal purposes. GAS COMMITTEE The Gas Committee will submit the following report: — RENEWAL OF VERTICAL RETORTS. Intimation has been received from the representatives of Messrs West’s Gas Improvement Co,, Ltd., that their representative, who is coming from England to take charge of the work of renewing the vertical retorts, will arrive in the Dominion on October 29, and that the work will be proceeded with immediately on his arrival. CARBONISING RETURNS. The gas engineer’s summary of the carbonising results obtained at the works for the month of September indicates an increase in the output, as compared with the corresponding period of last year, of 851,000 cubic feet, or 3.477 per cent. GAS EXAMINER’S REPORT. The report of the Government gas examiner on his tests of the city gas supply during the month of September indicates that the supply was in all respects in accordance with the required standard. GENERAL COMMITTEE The General Committee will report having considered the tenders received for the proposed additions to the city abattoir buildings at Burnside, and will recommend that the lowest tender, that submitted by Mr W. H. Naylor, be accepted. In addition to the contract price for the building, there will be additional items of expenditure for cork insulation for the cooling rooms, installation of electricity for light and power, and the drainage for the outside of the building, which, is being attended to by the Drainage Board. REPAIRS TO KAIKORAI BATHS. Authority has been granted the building inspector to effect sundry necessary repairs at the Kaikorai baths, at a total estimated cost of £ll. The baths will be open for public use as soon as the repair work shall have been completed. LICENCES AND PERMITS. Applications for licences and permits for two trade signs, one sale of newspaper in streets, one bands’ procession from various points to Salvation Army Citadel, and two band performance and public collection in Octagon reserve have been granted. WORKS COMMITTEE The Works Committee will submit the following recommendations: That the offer by Messrs Baylee and Brunton, as agents for the owner, to sell to the council a portion of land containing approximately 4.7 poles, being part of lot 130, Glen Estate, for the purpose of widening Byron be accepted. As part of the transaction, the council is to erect a jarrah fence on the new alignment. The estimated cost to the council of carrying out the widening in accordance with the conditions laid down by the vendor, and providing for relief labour, is £33. RIGHT-OF-WAY, FORFAR STREET.

The committee will further recommend that the application hy the city solicitors, Messrs Ramsay and Haggitt, for the council’s consent to the grant of right-of-way over part allotment 35, D.P. 3700 (L.R.0.), Township of Clyde Hill, be granted, subject to the owner’s furnishing the usual undertaking to form, metal (or, at the option of the council, asphalt), light, drain and maintain the right-of-way to the satisfaction of the council and its engineers. SIDEY STREET. The committee will report having given authority for the construction of a concrete channel and a footway five feet wide on the north side of Sidey street, between South road and Rychill street. Owing to the properties on the north side of the street being below road level, access is gained by ramped entrances down the slope at the back of the present narrow screenings footway. To carry out the work, it will be necessary to construct walling along the greater portion of the back of the footway, as the carriageway is too narrow to be encroached upon. It is also intended to improve the intersections of South road and Cole street, and the estimated cost of the work to the council, providing for relief labour, is £520. CUMBERLAND STREET. The asphaltic concrete carriageway paving in Cumberland street, between Stuart street and High street, is wearing thin on the concrete base and requires attention. Authority has therefore been given for preserving (lie existing paving by recoating the surface with a smoothing coat of honing mix. at an estimated cost of £l4O. This work will be carried out half at a time, the other half of the road being left clear for trallic during the operations. WATER OE LEITH. Authority has been granted for the removal from the upper boulder trap on the Leith, adjacent to Malvern street, of a large accumulation of boulders, in order to make room for future deposits during floods. The stone can be disposed of at the Woodhaugh quarry, and it is probable, that 1000 cubic yards can be dealt with by the end of this financial year. It is proposed to excavate and spall the stone from the boulder trap by the men ordinarily employed at the quarry, and to divide the cost of carting the stone to the quarry between the Works Department and the quarry in the proportions of two-thirds

and one-third respectively. The cost to the Works Department is estimated at £SO. INSTRUCTIONS TO CITY ENGINEER. The city engineer has been instructed to act in respect of the following matters:— Repairing footpath and providing a storm water channel in the Jewish and Roman Catholic portions of the Southern Cemetery. Estimated cost £33. Constructing a temporary connection to a culvert to deal with spring water in Lotting street. Estimated cost £5. Widening the carriageway of portion of Watt’s road. Estimated cost £9. Rearranging the street lighting at Ross’s Corner on account of the street alteration now in progress there. Three additional lights are required. The engineer has been instructed to record the following matters for consideration with next year’s allocations: Erecting one additional light in Elliot street. Estimated cost £l4 10s Gd. Erecting one additional light in Mataora road. Estimated cost £4 13s 3d. Erecting a new dwelling at NorthEast Valley stables for a driver of the Sanitary Works Department. WATER COMMITTEE MAIN EXTENSION AND RENEWAL WORK. The Water Committee will lecommend that authority be granted to proceed with the following main extension and main renewal work: — An extension of 27 chains of 4in class C main in Sidey street, from Ryehill street, to connect with the existing main at the top end of Sidey street. A foul sewer is at present being laid along Sidey street, and it is essential that the water service be provided at the same time. The estimated cost is £432, and is provided for in the current year’s allocations. The replacement with 4in mains of the existing old 3in mains in the following streets: —Woodhaugh street, 29 chains; Arthur street, Rattray street to Albert street, 20 chains; Cargill street, Arthur .street to Filleul street, 30 chains; Albert street, York place to London street, 11 chains; Queen street, Pit street to Regent road, 33 chains. The total cost of these renewal works is estimated at £2040, of which £1224 would bo a charge against the Renewal Fund and £BIO against the extension vote. The necessary provision has been made in the current year's allocations. DEEP CREEK WATERWORKS.

The committee will report in connection with the Deep Creek water supply scheme, that during the last fortnightly period the pipe laying contractors laid a length of 10,953 feet of pipe, bringing the total length of pipe laid under the two contracts up to 50,909 feet. The total length of pipe laid to date from the intake is 20.20 miles, of which 24.03 miles is under test, 20.82 miles backfilled, and 20.82 miles is now passed as satisfactory. The trenching contractor completed the cutting of 1600 feet of trench during the fortnight, the total length completed to date being 0200 feet. The total length of trench to be cut under this contract is 13,571 feet. Corporation labour has been employed on the erection of a break-pressure tank at Mount Hyde, sundry work at the caretaker’s house, laying scour pipes, completion of pipe bridges at Mill Creek, and excavation for tank and clearing of pipe line on Longridge. NEW DWELLING, SULLIVAN DAM. Authority has been granted for the preparation of plans and specification, and for the calling of tenders for a new dwelling for the caretaker at Sullivan dam. The existing dwelling has reached the end of its economic life and requires to be replaced at the earliest possible date. FINANCE COMMITTEE GRANT FOR SURF WORK. The Finance Committee will recommend that a grant of £lO be made to the Otago branch of the New Zealand Surf Life Saving Association to assist that body in meeting the cost of the National Surf Championships which are to be held for the first time at St. Clair during the month of February next. *
