ENGLAND AND WALES FIFTH SUCCESSIVE YEAR. LONDON, March 12. England and Wales recorded thb lowest birth rate for the fifth successive year. There were 580,850 live births and 496,550 deaths. The increase in the population was 94,300. The annual birth rate was 12.8 and the death rate 12 per' 1000.
