ANTI-JAPANESE ATTITUDE
RANKLING OVER RAILWAY.
MOSCOW, September 24.•': The press has adopted an antiJapanese attitude following a Soviet Note regarding the Chinese Eastern Railway, which created excitement in Manchukuo, as the result of a threat to supersede the Soviet manager (M. Rudy) by a official. The Manchukuo authorities have arrested M. Kublu (chief accountant) and M. Kalina (manager of the motive power department) and M. Lavorff (works manager).
