NO SETTLEMENT YET A CRITICAL SITUATION. CAPETOWN, September 23. (Received Sept. 24, at 10 p.m.) The Government's effort to settle the miners' strike failed. Timbermen and shipmen have been ordered to come out and pumpmen are being allowed to work on suffrance as withdrawal would mean that three neighbouring mines would be flooded. . The secretary of the Mine Workers' Association states that all unions concerned in mining are endeavouring to coordinate their demands, the feeling being that the workers are not sharing in the benefits of the gold premium. A meeting of the federation has been summoned for October 3 and the situation is regarded as critical.
