EXPERTS IN RUSSIA
A PRONOUNCED SHORTAGE SOVIET ISSUES NEW DECREE. MOSCOW; September 18. A new decree gives at least 500,000 budding experts now studying at the technical schools the choice of serving for five years wherever they are sent or being treated as criminal obstructors. The object is to overtake the famine in experts, and to recoup the Soviet the cost of their training.
