BRITAIN AND RUSSIA CONGRESS URGES TREATY. LONDON, September 5. The Trades Union Congress passed a resolution urging the Government to conclude without delay a permanent commercial treaty with the Soviet similar to other recent treaties, and to extend adequate credits to Russia to enable it to place increased orders in Britain.
