FULFILMENT OF ARMISTICE EARLY WITHDRAWAL OF TROOPS (United Press Association.) (By Electric Telegraph—Copyright.) PEKING, June 15. With Tokio’s announcement that the withdrawal of the Japanese troops to the Great Wall will be completed within a week, the chief obstacle to the fulfilment of the armistice appears to be the presence along the Peking-Mukden railway of 5000 pro-Manchukua irregulars under General Li Chi-Chun. Negotiations over this problem are now proceeding, with the object of early restoration of traffic between Peking and Chinwangtao.
