MONSTER SCHEME FOR RELIEF HERR CEREKE’S PROPOSAL. BERLIN, October 10. (Received October 10> at 11.30 p.m.) The Von Papen-Schleichcr Cabinet is considering a monster scheme to relieve unemployment, which was proposed by Herr Cereke, chairman of the Congress of Rural Communes. The scheme includes a big house-building plan, the erection of numerous power stations, the expenditure of £50,000,000 to £100,000,000 on land reclamation, the establishment of farming colonies, and a closely meshed network of aerodromes and other forms of development of communications. Herr Cereke proposes to get the money from savings banks, suggesting that they should furnish communes with credit, free of interest, for from five to fifty years. Financial critics are doubtful about the prospects of the scheme.
