PENALTY OF REFUSAL ONE MONTH’S IMPRISONMENT. (Per United Press Association.) WELLINGTON, May 14. Hugh Smith, aged 21, a clerk wlio was asked last night by a constable in Cuba street t'o “ Move on, please ” got a month’s imprisonment to-day on a charge of obstruction. It was stated that he went to the kerb and stood lighting a cigarette. The police were having some dilliculty in keeping the crowd moving and the accused replied to the effect, “ Why should I ? ” or “ What for V ” and refused to move.
