I have had 12 months’ experience in the work of the Council, audi therefore, do not come before you as a novice in the administrative side of the Council’s deliberations, nor in a knowledge of the maintenance and upkeep of the roads. The past year has been difficult from a financial aspect, and no new work on a major scale has been possible, nor will such be possible for some time to come, but, while economy has been rigidly enforced upon us, I recognise the necessity to keep all roads maintained in an efficient condition. Should I be elected again I will endeavour, to the best of my ability, to see that this is done. I am also standing as a Candidate for the Hospital Board. Having had nearly two ■ years’ previous experience on the Board, I am qualified to take an intelligent share in all, Hospital work, both administrative and otherwise, and if elected will be in a position to do this from the beginning of my term. In this time of financial crisis it is necessary that the expenditure of all local bodies should be carefully scrutinised, and I agree that the work of the new Board in administrating Hosiptal affairs should be conducted on rigid lines of economy, consistent with efficiency and the needs of the sick in our community. , . On MAY 11 you will be asked to elect six members to represent the County Ratepayers on the, Waitaki Hospital Board. The Retiring Members of the Board have all been nominated, as they believe that it is their duty again to offer their services to the Community. The present Board have had considerable experience in Hospital administration, some of them for long periods, and, while not denying the right of any ratepayer to offer his services to the electors, we venture to say that this is not a time for making changes and electing new and inexperienced men to a Board, where experience counts for so much. The present Board can point to a unique record during the year, which closed on. March 31, inasmuch as while many of the Hospital Boards of the Dominion closed the year with a large deficit the Waitaki Board finished the year with a balanced budget, and this notwithstanding that the Estimate for Outdoor Relief was largely exceeded. This gratifying result has-been brought about by careful management and the loyal co-operation of the Medical Officers and the Staffs of the 1 various Institutions. As the aim of the Board has been “The utmost economy consistent with efficiency,” we therefore, with confidence, ask you to support the six retiring members whose names are hereunder appended.
