TO THE EDITOR. Sir, —I wish to draw the attention of country electors to a misstatement that has been published with regard to the powers of the Otago Harbour Board to levy a rate on property. It has been said that this can be effected merely by securing an Order-in-Council. The 'statement is misleading and untrue. Before' a rate could be levied it would be necessary to take a poll of the ratepayers, following up that course by obtaining special authority by Act of Parliament for such rating. It is not likely that such legislative authority vtould be granted at this time.—l am,' etc., H. M. Driver. Clarendon, May 9.
