LOCAL BODY ELECTIONS.

NOMINATION OF CANDIDATES; THE CITY MAYORALTY, ADDRESSES BY LABOUR CANDIDATE. Mr F. Jones,' the Labour candidate for the City mayoralty, spoke at the tramsheds and also at the Roslyn Mills. He touched briefly on the question of the sale of Waipori, the rating system, and flood-protection, and also mentioned that he was in favour of -the Government’s offer to send engineers to report on the position relative to the Leith. Several planks in the Labour platform were also briefly explained. The candidate was accorded a hearty Vote of thanks for his address. The Labour Party’s candidates for the mayoralty and other local bodies will deliver addresses in the Early Settlers’ Hall on the night _ before the election, when Mr Jones will be the chief speaker. V The system of, rating on unimproved value will be explained by the speakers. ADDRESS BY CR BLACK. ‘ Cr Black, daring the conrse of aa address at Maori Hill, stressed the need of retaining Waipori, and, while sympathising with Mr Amitage, said that had Cr Hayward displayed more energy or foresight, Waipori to-day could take . on SOC now consumers, each using tho same amount of power required by Mr ■ Armitage.. If anyone was “ strangling the business of Dunedin,” surely it was those who had -delayed the 1 extensions that were authorised, and are still unfinished, which . would have ' added 4500 kw to the capacity of the Waipori plant. The only member of the Electric v Power and Light Committee who voiced hjs Concern at the delay was Cr ; Scott, who, hy notice of motion in June, 1928, asked the committee to state definitely when certain works would be . completed, and to Cr Scott's questions it was specially stated that these works would be completed at the cud of February last. Cr Black said he would make more so-called, “ wild ■ statements" and - refresh the memory of each elector by publishing, if required, the list of questions asked by Cr Scott and the answers given by the city engineer in his report dated | July 18, 1028. The rity electric engineer, in his - report dated October 3, 1927, and in several other reports, warned the committee of the urgency /of the work, so that, continued Or Black, “the strangling of business’’ In .Dunedin was the fault .of the Committee, and the ; matter of selling Waipori was only sidetracking the main question, which was, Why were the extensions known to be so : urgent not pushed on and finished at or near the dates given by the city engineer? Cr Black pointed out, that the selling of Waipori would not increase the power available, as Waitakl was not nearly • ready, and if the Government brought its Diesel plant to Dunedin it would mean that the cost of power generated by that plant would be more than the retail price of power sold from Waipori. - .Waipori generated 12,00()kw, and if Cr Hayward and his committee had expedited the work as .they should have done, thru would be well on the wo y '(> -producing 28,000 k- The statement the Gfiv eminent would not . link up if the council did not sell was obviously made' without serious considerntion, as it was bound to link up fop its oWn protection.; Cr Black stressed the point of appointing a special engineer to devote his Whole time .and energy to- the development ,of Waipori. •’ .
