THE KELLOGG PACT
OPINION OF AMERICAN SENATE. A COLOURLESS DECLARATION. (United Press Association.) (By Electric Telegraph—Copyright.) WASHINGTON, December 13. . (Received Dec. 13, at 9 p.m.) * By unanimously agreeing to limit the debate on the important electric power measure, which now has precedence in the Senate, the way apparently has been paved for speedy action on the Kellogg Pact. It is now confidently predicted that the treaty will be reported to the Senate by the Foreign Relations Committee by Friday, without reservation or amendment. Tims, while there is a growing disposition in the Senate to criticise the paq£ as nothing more than an abstract, colourless declaration, without any binding force, it is believed now that the treaty will be ratified without any changes before the end of the present congressional session in March.
The _ parliamentary situation is such that it is most probable that the Fifteen Cruiser Bill will he discussed concurrently with the pact, part of oadlx legislative day being devoted to considering each measure.—Australian Press Association.
