WAIKOUAITI COUNTY COUNCIL

MONTHLY MEETING

The monthly meeting of the Waikouaiti County Council was held yesterday, and was attended by CTs Briscoe (chairman), Preston, M'Lachlan, Laley, Heckler, and Gilmore.

CORRESPONDENCE

The district telegraph engineer, Dunedin, wrote asking that the Telegraph Department should be granted exemption in r gard to the towing and loading regulations under the Motor Vehicles Act, with respect to departmental loads.—Exemption was granted. The Highways Board representative wrote intimating that the board was prepared to subsidise, on a £ for £ basis, expenditure incurred in metalling the extra width of the Evansdale to Merton, via Seacliff, road. —It was decided to seud a reply that the council had no further funds than those mentioned in a previous letter to expend upon the road. The Palmerston North Borough Council wrote as to arranging for a deputation to wait upon the Prime Minister and Minister of Health, at Wellington, in reference to hospital management. The county was asked to appoint a delegate.—Received.

The Medical Officer of Health, Dunedin, wrote recommending the council to adopt the drainage and plumbing regulations. —Received. Mr T. A. Walker and others wrote ask.ing that improvement should be made to the road leading from Sawyers’ Bay to Upper Junction. —It was decided that the West Harbour Borough Council, which was interested in the road, should be written to requesting it to confer with the council’s inspector in the matter. The district telegraph engineer wrote as to contractors carrying out works for local bodies damaging underground telephone cables, and requested that care should be exercised. —Received. Mr F. C. Perry wrote in reference to a meeting of county clerks to be held on September 26 in Wellington to consider the formation of a Dominion county clerks’ association. —County clerk to attend.

Mr C. Conn wrote asking for permission to remove soil from the roadline at Karitane, to form an entrance to his property—Loft in the hands of the inspector.

Mr W. A. .Tostice wrote calling attention to water lying on (be road line fronting bis property at Warrington. He offered to provide the pipes necessary to lay a drain. —Left in the bands of the inspector. Air A. E. Orange wrote complaining of cattle wandering at Karitane. —Received, the writer to bo informed that in eases of cattle wandering people bad the remedy in their own bands. They should give the necessary information to the inspector who would then prosecute, if ownership could be proved. The Under Secretary, Department of Internal Affairs, wrote as to the expenditure by local bodies in connection with jubilee celebrations. He asked that any future proposed expenditure should be submitted for consideration.—Received.

Air J. M. Laing wrote asking the council to supply poisoned grain for destroying birds to ratepayers.—To bo informed that poisoned grain would be available. The clerk of the Waikouaiti Borough Council wrote stating that the council had agreed to share equally with the county the cost of the maintenance of the boundary ends of the main road, provided that gravel to improve the access to the Waikouaiti Dairy Factory was laid down, and general maintenance carried out —Left in the hands of Cr Preston. INSPECTOR’S REPORT.

The inspector reported as follows; Hawksbury Riding.—The whole of the roads at Hawksbury Bush and Flag Swamp have now been graded, and grading will be commenced on Mount Walk in-, road as soon as possible. The metalling contract at Nenthorn Flat is nearly completed, also the gravelling contract on Hosie’s road. I have applied to the Public Works Department for permission to expend the balance of the vote ou extending the gravel, as the road is badly cut up with the gravel carting. A traction engine has considerably damaged the upper end of Galbraith’s road, by using grippers, and this portion of the road requires about 60 yards of gravel.—Report approved; 60 yards of gravel to be procured for Galbraith’s road, and the owner of traction engine written to concerning the damage done to a road, the driver being held liable for the damage. Alerton Riding.—About a mile of Allan’s road has been surfaced from the junction of the road at Deep Creek. This portion of the road requires 50 yards of maintenance metal. The metal on Reid’s road has been raked in, and the new metal ou Apes’s road has been raked in and blinded, and the ruts on the lower end of this road have been filled with Logan’s Point metal. The worst parts of the mimetalled section of this road have been surfaced. Fifteen tons of metal have been used to fill the ruts in the road from Morton station to Round Hill, and 12 tons ou roads in Karitane. The gravelling of Harvas street is now finished. The principal work asked for by the Warrington School Committee is a six-inch pipe culvert to give access for cart traffic to the school grounds.—Report approved; metal to be procured for Allan's road, and sixinch pipes to be procured for the road near the Warrington School. Blueskiu Riding.—Seventy tons of Logan’s Point metal have been carted out and spread on Alihiwaka Station road and blinded. Aletal has been broken and pot boles filled on Waitati-Port Chalmers road. Cedar Bush road is now being surfaced. Arrangements have been made to cart a few loads of clay to prevent the water from flooding Air Sutherland’s property at Lower Harbour, and Air Carey

has offered to cart the metal required for his road The parking place which Mr Allen waiits on the road line at Wairere is clear of the road and would not interfere with traffic. The Lower Harbour road will require a great quantity of metal after the Public Works Department are finished with the widening, as the road is badly rutted for a distance of four miles.—Report adopted; Mr Carey's offer to cart metal for his road accepted, and Mr Carey to be thanked for his offer of service.

North-East Valley Riding.—The principal work done in this riding has been breaking metal and filling the ruts on the lower end of Pigeon Flat road. The damage has been caused by motor lorries carrying heavy loads of firewood over the road. — Report approved. MAIN HIGHWAYS.

Dunedin-Christchurch Road. —Two hundred and seventy-two yards of Waikouaiti River gravel have been put on the road opposite Cherry Farm during the last month and 24 tons Of Logan’s Point meta! have been left in dumps for maintenance along Merton Flat. Pot holes have been filled with metal on this section of the road, and, also between Merton School and Kilmog Hill. Rubble has been carted Out from the lower quarry, and metal quarried and broken to widen some of the curves on the hill, and metal raked in between Evansdalo and Waitati. The gravelling contract between Palmerston and Tumai will probably be commenced at the beginning of next week. Evansdale to Merton (via Seacliff) Road.—One hundred and fifty-two tons of Logan’s Point metal have been spread on the worst parts of the road between Merton station and the top of the hill above Puketeraki, and is now being blinded with gravel. Sixty tons have also been put on the road near Seacliff. One hundred and fifty tons are required between Seacliff and the top of the hill above Warrington. ' Dunedin-Waitati (via Leith Valley) Road,—The deviation near Burns’s Creek bridge was badly rutted, but has been repaired with metal taken from the old road. A few loads of metal have been broken on the broken portion of the road above the bridge, and pot holes filled on the lower end of the road.

The report was adopted, and it was resolved to procure metal for the Seacliff road.

Mr J. T. Lloyd wrote urging that the formation of Lloyd’s road be proceeded with while the weather was fine.—The inspector was instructed to ascertain whether the Government grant for the work was still available, and report to the next meeting of the council.

ACCOUNTS

Accounts amounting to £1177 15s 8d were passed for payment.
