REGULATION OF RATES. GOVERNMENTS SHOULD DECIDE. (United Press Association.) (By Electric Telegraph—Copyright.) LONDON, July 1. The News of the World understands that the Cable and Wireless Conference is advising the handing over of the Government cable and external wireless systems to the It insists that the latter must be owned, controlled, and operated by British subjects, and that while the Governments of Britain and the dominions will be relieved of certain financial- liabilities, they should retain the power to regulate the cable and beam rates.
