(Prc»» Association—Bj Telegraph—Oopjrigb* ) LONDON, February 20., (Received Eeb. 21, at 0.30 a.mb The Berlin correspondent of the Oaily Chronicle says that Moscow is being rationed on a drastic card system, including butter, tea, eggs, and macorom. Members of co-operative societies are being allowed double, and are also allowed to buy rice and potatoes, which are denied to the rest of the population. Meanwhile are unobtainable in town shops as manufacturers are being sent to the country in the hope of inducing he peasants to exchange corn for them. Tiie shadow of Trotsky still hangs over Moscow, many believing that the new troubles are traceable to sabotage by supporters of exiled Trotsky. A. and N.Z. Cable.
