The Ober burgomaster estimates chat the birth rate has been halved, principaly due to the housing shortage. Dr Alfred Grotjalm contends that there must be twenty births per 1000 to maintain the population. Prior to 1885 there were 37 to 40 and 46 per 1000 in the chief cities.
