GREATLY BELOW AUTHORISED STRENGTH. OFFICIALS SOUND WARNING. (Pres* Association—By Telegraph—Copyright.) WASHINGTON, December 5. Mr D. F. Davis (Secretary of War) and General John Hines (Chief of Staff), in their annual reports, stress the appalling condition of the army. They declare that the terms of the National Defence Act, which provide for the maintenance of an army of 280,000, have not been fulfilled. It is alleged that the army now has only 40 per cent, of its contemplated strength.—A. and N.Z. Cable.
