A Bill to provide for the preferential employment of British seamen in British-owned ana British-registered ships of the Mercantile Marino has been presented by Colonel E. K. Perkins, one of tho Unionist members for Southampton, says the Daily Mail. He suggest® the compulsory use of a Union Jack with a rod border instead of the Red Ensign by all ships of British registry not complying with certain provisions. The Bill states that the Red Ensign shall be tho proper national colours for all ships belonging to any British subject, except: “Where the total of officers and men engaged in such ships is less than 95 per cent, of British subjects of British or dominion birth, or 98 per cent, of British subjects of British or overseas birth.’’ Colonel Perkins’s plan is in effect that ships of British registry that do not carry a practically “all British" crew shall not ba entitled to fly the Red Ensign, but should fly a distinguishing .flag, under penalties for failure to do so. REMUERA’S ARRIVAL. (Fbom Oob Own Correspondent.) WELLINGTON, July 14. Instead of being inspected in the str.eam by the Port, Health, and Customs authorities as is customary with all overseas liners, tho Remuera, from London and Southampton, came straight up to her berth this morning. The Remuera arrived off the Wellington Hoads at 10 o’clock last evening, but she cruised about outside the entrance until daylight to-day. It wag then learnt that the health of those on board was satisfactory, and the ship proceeded to No. 3 King's wharf without first going to tho stream. One of the Remuera's stem glands was leaking, and on that account it wa-s thought advisable to bring tho vessel direct to her berth. A vessel’s stern gland or glands, if a twin screw ship, always allows a certain proportion of water to pass through, but in the case of the Remuera a greater amount was leaking through than usual. A diver was sent down to ascertain the extent of the defect shortly after the Remuera was tied up. , Captain Cameron is not on the Remuera this voyagb, his place having been taken oy Commander F. Ashworth.
