Count Michimasa, a member of the Japanese House of Peers, in addressing the University of Chicago, stated: “The population of Japan is increasing at the rate o£ about 690,000 a year, and in another 30 years there will be nothing left for us but to starve, unless those countries which have unlimited: areas of fertile lands grow rice and export it to Japan, ov the ‘open-door’ policy is declared throughout the world.”—A. and N.Z.
