OUTLINE OF PROPOSALS.

GENEVA, September 15. (Received Sept. 14, at 5.6 p.m.) Mr H. E. Hyde’s scheme provides that the world should be divided into areas. The League would decided what nations should partake in a conflict, and to what extent in the event of war the nations in all the areas would be considered to be at war against the aggressor. The League would be divided into three groups, full members accepting military and seconmic responsibilities, and conditional members not accepting sanctions or economic responsibilities, but helping the League in all other ways.— A. and N.Z. GENEVA, September 13. (Received Sept. 14, at 5.5 p.m.) While disclaiming responsibility. Sir James Allen introduced before the Third Commission the draft treaty for the reduction of armaments prepared by Mr Hyde, which provides for the League calling a world conference to decide how much munitions each 'country may make or buy and the establishment of a general staff of leading admirals, generals, and scientists with a permanent seat at Geneva which would have full control over the commanders of the different countries in the event of the League summoning the help of forces from the members of the League. In a discussion on disarmament the consensus of opinion favoured the settlement of disputes by arbitration, supported by sanctions on a basis of the provisions of the Covenant. The Financial Committee of the League approved of the Budget Estimates of the International Labour Office, totalling 7,105,000 Swiss francs.—Reuter.
