In introducing a Bill in the Assembly providing for the naturalisation of the subjects of tno late enemy Powers in the South-west Protectorate on the same lines as those proposed by the late Government, the Prime Minister (GeneraJ Hertzogg) said that before giving the territory representation in the Union Parliament it must have some form of self-government, which, however, must have the full consent of the people.
