LONDON, August 13. (Received August 13, at 7.30 p.m.) The Daily Telegraph says that Monday’s optimistic feeling . regarding the early termination of tho London conference gave place to diffidence to-day arising from a series of minor Franco-German differences. The latest reports suggest that the Germans are demanding the complete military evacuation of tho Ruhr by January 10, while tho French offer August 15'. It is believed that eventually April 15 will be accepted.—A. and N.Z. Cable.

FEELING IN GERMANY. BERLIN, August 12.

Tho optimism expressed in London regarding the unsettled questions of tho conference is not shared hen;. Tho prospects of unity, over tho Ruhr evacuation particularly, "are regarded as not being hopeful. It is not believed that the German delegation will consent to a postponement of the evacuation for another year.—Reuter.

HOPEFUL OF AN AGREEMENT, LONDON, August 13.

(Received August 13, at 8.5 p.m.) The Daily Hex-aid’s diplomatic correspondent says; “M. Horriot, Dr Stresetuann and M. Theiinis met this morning. I shall be surprised if news of an evacuation settlement with the date’ fixed early in the spring is not received before tonight.”—A. and N.Z. Cable.

ALLIED WAR DEBTS.

VIEW OF PRESIDENT COOLIDGE,

A SEPARATE ISSUE ALTOGETHER.

WASHINGTON, August 12. (Received August 13, at 10.40 p.m.) President Coolidge is much encouraged bv the progress of the Inter-Allied Conference in London on the Dawes plan, but he considers that it is unfair that the question of the war debts of the Allies should become involved in a measure at this time with the reparations problem. So far as the debts owed to the United States by the Allies are concerned, President Coolidge adheres to the view of the Administration that he is powerless to consider any new proposals on that subject since Congress has laid down specifically the terms on which all war debt settlements must be made. — Reuter.
