MOSGIEL BOROUGH COUNCIL

The monthly meeting of the Masgiel Borough Council was presid'd over by the Deputy Mayor (Cr J. P. AValls), and Crs Frew, Garrett, Smeafon. Wright, and M’Leod were present. THE LATE MR J. C. BROWNE. Before proceeding with the ordinary bus>ness, the Deputy Mayor referred to the less sustained to the council and to the borough through the death of the Mayor (Mr J. C. Browne), He moved that a minute of a puresiation of his services bo inserted in the council’s records, and that a letter of sympathy be sent from the council to Mrs Browne and family. Out of respect to the memory of the deceased the council stood in silence for a few moments.—The councillors in turn spoke very feelingly of the deceased Mayor and paid their tribute to his memory.—The Town Clerk (Mr Butcher) added his testimony on behalf of himself and staff. He considered Mr Browne had been a guide, philosopher, and friend to all. REPORTS. The Finance ■ Committee reported the receipts for the month to have been £313 8s Od and the expenditure £285 18s 7d. —Adopted. The General Committee reported having considered applications, and recommended as follows That one drainage permit and one taxi driver’s license be granted. Regarding complaints about the rubbish at tip not being properly covered, it was recommended that three of the councillors meet the contractor at the tip on Wednesday at 7 p.m. It was recommended that the attention of the owners of horses bo directed to the running of horses on the streets unattended, and of the necessity of having a halter on them in order that they could be led to and from their paddocks. It was recommended that the surfacemen ■be reminded that they are to include in their duties the impounding of stray stock between the liours of 8 a.m. and 5 p.m., in the meantime a ranger to be advertised for.—The report was adopted. CORRESPONDENCE. The Otago Expansion League wrote conveying sympathy of members of the executive and the Railway Committee to the members of the council on. the death of the late Mayor.—Received. Messrs Webb and Allen wrote in regard to the Church Board lands, stating that they bad had an interview with Mr Fred Smith, the Church Board’s factor, who had informed them that his board, after giving the matter full consideration, had decided not to state any price for the land at Mosgiel. They preferred that the land should be taken by the Mosgiel Borough Council' and that the price should be fixed by arbitration in accordance with the provisions of the “Special Act,’.’ so that no question can be raised in future. —Received, the syndicate concerned to be informed of the contents of the letter, and to be asked if they had any further representations to make to the council in the matter. The Taieri Expansion League wrote suggesting the alteration from road to street of all the roads in the borough—to wit, Gordon street, Factory street, etc.; also suggesting that a flag pole should be erected in the park.—Held over till next meeting. The Department of Public Health wrote in regard to payment for chemical analysis, and regretting that the fee of three guineas for analysing each sample of sewage effluent could not be reduced, except by cities and boroughs combining and each contributing a sum of from £2OO to ±3OO towards the Government analysts salary; also regretting that there had been any mi sunders tending as to the borough getting the septic tank effluent analysed free of charges.—Received. The Department of Public Health wrote in regard to the service of notices to connect with sewer. The practice of the department's inspectors was to serve notices to connect with existing sewer only, and this was being done in blocks, that the borough might be relieved of the service of the night-cart. The notices recently served on property owners where there was no sewer had been entirely an oversight.— Received. Now Zealand Defence Forces, Dunedin military district, wrote applying for the use of the Recreation Ground and pavilion for the purpose of holding a six days’ course of instruction for Territorials and Cadets from November 19 to 24 (both dava inclusive). —Granted. M-. Dickie (Springburn) wrote applying for particulars in regard to the amount of charges for rates.—lnformation already forwarded. W. J. Mitchell wrote regretting that ho could not help the council as to previous cost of maintenance of septic tanks, and referring the council to his report of April 7, 1920, —Letter to be filed with records. AV. J. Mitchell notified the sale. of. four sections in Gordon road and Forth street to A. F. Quelch. —The necessary alterations to be made to the roll. The Perpetual Trustees notified transfer of allotment 7, block XXI, Inglis street, from William H. L. Christie to Margaret Shand and Jeannie Christie.—The necessary alterations to be made to the roll. MAYORAL ELECTION. At the close of the ordinary business the Deputy Mayor mentioned the filling of the vacancy caused by the death of the Mayor, lie had been approached to carry on the work till the expiration of the term for which the Mayor had been elected. This ho was willing to agree to, but he recognised that there were others on the council with longer experience than himself, and he would be satisfied to retain his present position if some of these councillors would offer their services as Mayor.—-All the councillors in turn expressed themselves cither in support of Cr Walls’s nomination or declining to offer their services for the office at the present juncture.
