The Madrid correspondent of The Times says;—“Rural Spain will be transformed into an Arcadia if General de Rivers’s latest batch of decrees bear the hoped-for fruit. One decree appoints several hundred delegates from the municipal areas, all of whom will have an army of officers, whose duty will be to inspect the public services, stimulate the organisation of the civil guards, tlm Bov Scouts, sports, and citizen societies, inculcate virtues of respect for the law, encourage the prompt payment of taxes, military service, and a love of trees, birds, and flowers. —A. and N.Z.
