German Communistic elements are strongly represented in the Congress of Workmen’s Councils which has opened. It consists of the most radical councils elected by each factory. The chairman attacked the employers, trade union leaders declaring that it was the duty of the Congress to show tha hungry freezing masses the way out of their misery. A strike has broken out among the Berlin overhead railway employees who are demanding that the rise in wages just granted shall be made retrospective over last month. The Gleiwitz Trades Union Council haa declared a general strike causing special precautions to be taken against rioting.—* The Times-
