BRITAIN’S POLICY. AN INTERESTING DECLARATION. Pres. Association—By Telegraph—Copyright .LONDON, August 2. The House of Commons’, debate on the Indian Civil Services led to an interesting declaration by Mr Llovd George upon Great Britain’s Indian policy. _ He said that the most serious testing time of the new system had not yet been reached. In a year or 18 months there would be another election, and a good deal depended upon the character ,of the Legislature chosen then. At the present tune the non-00-operative movement was in a state of collapse. It must be made plain that Britain would in no circumstances relinquish her responsibility regarding India. If Britain withdrew, nothing would ensue bnt strife and anarchy. She wanted the co-operation of the Indian people in order to lead to India’s partnership in the Rpitish Empire. Whatever success, the Indian Legislatures achieved, he could not see them dispensing with the guidanceand assistance of the small nucleus of British civil servants.
