SYDNEY WHARF LABOURERS. THE BUREAU SYSTEM. SYDNEY, March 24. The wharf labourers at a mass meeting passed a resolution in favour of a continuance of the bureau system of picking up labour which was instituted during the 1917 strike, also urging a rotary scheme of employment, with light work, lor aged and incapacitated members.
