The Matin says that the German troops on the Upper Silesian frontier have received orders to intervene if Sunday’s plebiscite proves, unfavourable to Germany. The Paris edition of the Chicago Tribune publishes a telegram from its Berlin correspondent stating that 40,000 German soldiers are ready to seize Upper Silesia in the event of the plebiscite favouring Poland. The Allied police number only 11,000. It is reported from Mayence that Dr von Simons, Minister of foreign Affairs, will resign his portfolio after the Upper Silesian plebiscite is taken, feeling that he cannot longer accept responsibility for further negotiations.—A. and N.Z.
