ANOTHER SMALL REPUBLIC. BIRKENFELD STAHTS ON ITS OWN. BERLIN, September 10. The Government of the province of Birkenfeld (part of the former Grand of Oldenburg) ha 3 proclaimed it an Independent Republican State within tho German Empire. All the State institutions and officers remain unchanged. The Federal Government has not yet recognised Birkenfeld.—Renter. REVISION OF CONSTITUTION. PAHIS, September 11. (Received Sept. 12, at 7.30 p.m.) The German National Assembly will meet next week to revise -the Constitution in accordance with tho Entente's demand (that is, to eliminate tho provision for a union between Germany and Austria).—A and N.Z.
