WAR RESPONSIBILITY
QUESTION OF SURRENDERS. ADMIRALTY LIST PREPARED. LONDON, August 22. (Received Aug. 24, at 5.5 p.m.) _ The Government has no official intimation that Germany will refuse to surrender the officers indicated for breaches of the laws of warfare. The Admiralty list of submarine commanders has been sent to Paris. Some misgiving has arisen owing to the release of Keisewetten, the notorious submarine commander, in direct opposition to the Admiralty's wishes.—A. and N.Z. Cable.
