ORDER RESTORED. LONDON, August 21. It ia reported from Copenhagen that the Germans have assembled §0,000 troops to quell the insurrection in Upper Silesia A. and. N.Z. Cable.

CAUSE OF THE TROUBLE.

GERMANY BLAMES POLAND. LONDON, August 22. (Received Aug. 24, at 5.5 p.m.) A Berlin wireless message denies that Germany instigated the riots in Upper Silesia. She blames agents from Poland for disseminating anti-German propaganda in support of Polish annexationists and designs. The German counter-measures are now improving the situation, and Entente intervention will be unjustifiable —A. and N.Z. Cable.
