ST. KILDA BOROUGH COUNCIL

The meeting of the St. Kilda Borough Council hist evening was presided over by the Mayor (Mr Soil it). The Secretary Dunedin Drainage and Sewerage Board wrote requesting the council to appoint representatives to a conference, to be held on October 3, to consider the advisability of compelling owners of low-lying sections to fill them in or otherwise prevent tho accumulation of sbagnant water. —The Mayor and Cr Densem were appointed to represent the council. The Secretary Otiigo Hospital and Charitable Aid Board notilied tliat the districts of Peninsula County and the Green Island and St. Kilda Borough would require to appoint a successor to fill the vacancy caused by tlie death of W. T. M'Farlane. —A letter was received from Elizabeth M'Farlane statincr that she was a ratepayer, and as she had been trained as a nurse, she was anxious to (ill tho vacancy caused by her husband's death. —Cr Allen suggested that Cr Dove should be nominated.—Cr Dove said he know several councillors had been approached about the matter, and he would not do anything to hinder the lady's nomination. lie had intended, if there had been an election, to contest the seat as the representative of friendly societies, but lie had delayed making any announcement out of respect to the late Mr M'Farlane—lt was resolved to invito the Green Island and Peninsula bodies to a conference on September 30. r • The Finance Committee reported that the district fund account had a debit balance of ijiilj 13s lOd. Tho following credit balances were disclosed: —Special lorin account No. 2, £1 19s Id; No. 3. £763 6s 6rl; drainage and sewerage account, £82 2s 6d.— adopted. The Inspector reported, inter alia, that the surfacemen had been employed patching, with lain metal, Richardson, De Carle. Normanby, Council, and Mills streets, and Victoria road. The Gourley street footpath had been spread 'with stone dust and rolled. —Adopted. T. S. Culling wrote objecting to the council charging rates on Culling Park, as it was contrary to the condit.ons of his lease to the council, and asking that all rates collected be refunded.—ln this connection a letter was received from Messrs Callan and Callaway, stating that the Bowling Club lea.se had been granted by Mr Culling prior to the Culling- Park lease; and that the lease from the corporation to the Bowling Club, having been consented to by Mr Culling, was not affected by the park lease.— The patter was considered in committee, and it was decided, on tho motion of Cr Densem, seconded by Cr Hall, to grant a new lease to the St. Kilda Bowling Club and charge no rates, but a rental of £15 per annum. Tho appointment of a surfaceman and fireman-motor driver was left in the hauds of the Mayor, foreman, caotain of the fire brigade, and chairman of the Fire Brigade Committee.. °
