THE PASSPORT ARRANGEMENTS.

Tho Minister of Internal .Affairs advises persons proposing to travel to Japan via Honolulu that they must malco applications for passports at aa early a date as possible so tho passports may bo forwarded to the Japanese Consulate-general at Sydney for his vise.
