AMSTERDAM, September 18. The Queen's Speech in opening the States-General says: " The prospects of the coming winter are unsatisfactory. The Netherlands continues ready to ward off possible transgressions of neutrality, but it its becoming continually more difficult to supply our people with the necessaries of life, raw material, and adequate tonnage for our export trade. We are lacking in collaboration among all classes. It is more than ever essential to maintain ourselves'amid the growing distress of the nations."
