FUTURE OF POLAND
REGENCY COUNCIL DECREED. Admiralty, per Wireless Press. LONDON, September 18. (Received Sept. 18, at 8.45 p.m.) A Berlin official message announces that Austria and Germany have decreed the creation of a Regency Council in Poland. Three members will be appointed by the two Governments to exercise supreme power until it is taken over by a king or regent and to carry on with <the permission of the two Powers legislation in co-operation with the State Council of the kingdom. Its decisions must be counter-signed by the Premier. The decree authorises the Governor-gene-ral to issue binding orders for the maintenance of important war interests. The international representation of Poland and the right to enter into international agreements are reserved to the occupying Powers. STATEMENT BY THE KAISER. Australian and N.Z. Cable Association and Router. LONDON, September 18. (Received Sept. 18, at 9.45 p.m.) The Kaiser has informed the Governorgeneral of Warsaw that the supreme power is now chiefly vested in the national Polish Government, and the nation's rights and interests, are entrusted to the new and extended State Council. The two occupying Powers will only reserve approval to such stipulations in the proposals of the country's representatives as are required by war conditions.
