Skouloudis and M Gonnaris had contracted for a German loan of 80,000,000 marks in 1916 through the National Bank of Greece. The first instalment of 40,000,000 marks was paid simultaneously with the surrender of Fort Rupel. The Lambros Cabinet, early in contracted for a German loan of 40,000,000 marks, but the blockade prevented its completion.
