DUNEDIN DRAINAGE BOARD.
ITS NEW CONSTITUTION.
FIXED BY CITY COUNCIL,
The new constitution of the Diinedin Drainage and Sewerage Board, which will come into effccfc on June 1, was fixed last night at the first meeting of the newlyelected City Council. The Mayor (Mr J. J. Clark) submitted the following minute on the subject: ' Ihe members of the council arc probably aware that in tbrms of an Act of Parliament passed during 1916, th'e constitution of the Drainage Board is altered as from June 1 next. For the future that board is'to bo composed of 12 members, 10 of whom arc to be appointed by the Dunedin City Council and two by the St. Kilda Borough Council. Just 'how the board is to be administered for the future is, of course, a- matter for the board , (as hereafter constituted) to decide; but the idea in the minds of the City Council when promoting the legislation was that with a view to effecting savings in the cost of administration, the most efficient method to be followed would be to bring tho Drainage Board affairs in lino with the several branches of the corporation's business. sTo enable such a system of co-ordination to be considered by tho now board I have to rccommend that the members of the Dunedin City Council to be appointed as members of the Drainage Board consist of the members of the Finance and Public Works Committees, as set up this evening. Broadly speaking, the affairs of the Drainage Board divide themselves into two such divisions, and it seems to me that tho recommendation herein contained lends itself adrtiirablv to such a scheme of organisation, and on "that ground it is commended to the favourable consideration of the council." The Mayor moved tho adoption of this minute, and Cr Shacklock, who seconded it said that unless the affairs of the Drainage Board could be brought into lino with the affairs of ihe C;ty Council, and managed by the council's officers, with the addition, probably, of some officers at present in the service of the board, then the steps by the council m promot : ng tho Act under which they were now moving would not be justified.
Cr Begg pointed out that, neither of the committees mentioned included the name of Cr Doiwjlas, who had long been associated witn the Drainage Board. The minute was adopted.
